Summary

Under the direction of the Director of Municipal Gas and Utility Services, the Utility Technology Manager is responsible for providing administrative oversight of the dispatch operations, including Outage Management System (OMS) and Automated Metering Interface (AMI), Geographic Information System (GIS), and Supervisory Control and Data Acquisition (SCADA).

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Supervises personnel in assigned departments, including assigning and reviewing work, conducting performance reviews, and recommending and executing personnel actions such as hiring, transferring, promoting, disciplining, or dismissing employees;
  • Makes recommendations for solutions to issues and improvements in all areas of responsibility;
  • Ensures the City’s GIS system data is designed, developed, and maintained with accuracy to include the use of GPS equipment used in gathering map grade data for all utilities;
  • Ensures work orders, stale meters, daily work, and work schedule reports are organized and accurately reported in a timely manner;
  • Oversees the operations of the dispatch functions, including supervising personnel, and responding if needed during utility emergencies to include covering the dispatch duties in the absence of the dispatchers;
  • Responsible for the design, integration, integrity, and accuracy of the City’s utility technologies AMI, Dispatching, OMS, SCADA, GIS, and other utilized software. 
  •  Provides excellent customer service and communicates well with both internal, external customers, piers, and supervision;
  • Responsible for the oversight of the SCADA systems, including ensuring the operation of central computers and remote terminal units (RTU’s);
  • Oversees the day-to-day operations of utility line locating.
  • Oversees and acquires training for all departmental staff, including SCADA, AMI, and Outage Management operations used by dispatchers and other staff as needed;
  • Reviews feasibility studies, preliminary engineering reports, different types of technical reports, regulatory compliance materials, and other project evaluations;
  • Presents material and information to the Director of Municipal Gas and Utility Services, General Manager of Public Utilities, City Manager, City Council, other officials and official boards when required; and
  • Represents the city at various public events, meetings, and conferences related to utilities; and
  • Assist with the annual operating budget and five-year capital plan for the Public Utilities Department.

Education and/or Experience

Three to five years of progressively responsible experience in municipal utility dispatch, software programs/tools used in a utility environment, and management including budgetary responsibility and regulatory compliance; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Knowledge Of

Possess knowledge of the principles and practices of engineering as applied to the design, construction, and maintenance of utility systems; Federal, State, and local laws, regulations, and ordinances, pertaining to public utility departments; knowledge of INCODE software system for budgetary and procurement processes; knowledge of local government procurement procedures and requirements; general management principles, budgeting principles practices, procedures, and safety codes; computers; and standard office practices and procedures.

Skill/Ability To

Analyze and evaluate data; prepare concise and accurate reports; perform basic and complex mathematical calculations; read and understand policies and procedures; read and understand plans, specifications, easements, license agreements, survey notes, and contract document; exhibit attention to detail, accuracy, and safety; excellent communication skills, both orally and in writing; and ability establish and maintain effective working relationships co-workers, the general public, contractors, engineers, architects, and others, and read and understand manuals, policies, and other documents.

Certificates, Licenses, Registrations

Valid Class C Texas driver’s license.
